91 GMC: tilt../>so i tore it all apart and tightened up 4 bolts that

I have a 91 GMC TK. The tilt stearing wheel was getting very loose.
so i tore it all apart and tightened up 4 bolts that was loose. (lock tited and all) not its all back together and i have not power! any where, lights, dome, instrument, nothing at all the key turns on and off, but no power, I 've checked the battery, its good,checked the wiriing down the stering collum and its pluged in. Im at a loss
can you help?

Does it feel like the key cylinder is connected to switch because it is touchy geting the rack actuator linkage in place when reassembling column
