1993 chevrolet truck: Diesel..Heater fan only works..blower motor

I have a 1993 chevrolet truck, 2500, 6.5 Diesel. The Heater fan only works on high. I replaced the blower motor. I tested the relays with a new one, still only on high. When I press the fan selector switch I can hear the relays, that is why I don't think it is the control module. Can you suggest what is the problem?

Check the blower resistor, it is located on the heater case assembly. Here is a wiring diagram for you to see.
