You will need to get your RAZR2 flashed to Alltel. Unless you have the CDMA reprogramming software and the firmware for the flash which are only legally accessible to authorized service provider reps, you will need to use a 3rd party service to do this.

When you unlock a cdma phone in most cases other services providers will not provide service to phones that are not theirs, so before you unlock it I would call them and ask if they will activate a non alltel phone. Most will not and then leaves a phone that cannot be used on that network, alltel is usually pretty good about this but again contact them first.

 

Flashing the phone to the new provider is the only way, its not as simple as just unlocking as is a gsm phone.
