The answer is yes, cats can get some mild post vaccine symptoms, such as fever, vomiting, diarrhea, and anorexia.
When did he have his shots? What is his temperature?

Excellent. Is he urinating? Since he is a male and stress can cause urinary symptoms, its important to know that hes able to urinate.
You can use a regular thermometer to take his temperature rectally, however, it may be difficult! It he feels warm to the touch and he is acting punky, it sounds like he is having some mild symptoms from the vaccine.
I would suggest keeping a close eye on him, and if he doesn't perk up by tomorrow, you may want to ring your veterinarian and let them know whats going on. The fever/lethargy shouldn't last more than a day or 2 after vaccines.
