For a cut- I would not use hydrocortisone cream, as it can delay healing. You can use a thin layer of bacitracin or neosporin ointment on it, after cleaning it thoroughly with water. If she is continuing to scratch, you can place a cone collar. I recommend getting the cat to a veterinarian, to evaluate whether an oral or injectable antibiotic is also needed.
