My cat licked sculpey satin glaze I rinsed mouth right away. The glaze was in middle of drying so it was gooey

That glaze contains relatively benign polyurethane. A few licks by Shamrocko might have been distasteful but toxicity isn't likely. rRnsing his mouth thoroughly was smart and should suffice. I don't expect your seeing any adverse or lasting effects.
