Ok, so I have just found online that germolene contains phenol, which is toxic to cats, so I would NOT recommend using this product on your cat, as it could cause him more problems!
It sounds as if your cat may be experiencing an allergy issue- perhaps a flea allergy. Some pets can have a sensitivity to flea bites and just a few bites can make them intensely itchy. If your cat is tearing its back up, he likely needs a short course of steroid or an injection of steroid to stop the itch cycle, and sometimes an antibiotic is needed because some pets develop a secondary skin infection from the trauma they create in their skin.
