If Keegan can associate with other cats outside or has an antagonistic relationship with one of your other cats, that swelling most often indicates a bite wound cellulitis (inflammation of tissue) or abscess which is addressed with a systemic antibiotic and perhaps surgical debridement and flushing with an antimicrobial solution. This isn't something to manage at home. Please have Keegan's vet take a look at that leg. The earlier an antibiotic is on board, the less likely surgical intervention will be necessary.
