My cat is all white with a black tail. he has got lumps under his skin, one of his nipples has been infected,it has since cleared up,I now notice that he has a scab like around his anus...Should I get him to a vet, otherwise he seems to be fine as usual, apart from bring a bit more vocal...

yes, I do feel this is worth the vet visit.
What you are describing could be due to a allergic reaction, like a person with hives reaction. It could also represent a miliary dermatitis (inflammatory condition in skin) or pyoderma (skin infection).
We see these conditions a lot.
The scab around the anus is tough to comment on. Possible injury, maybe from a insect bite or sting, but could even be due to a ruptured anal gland if the anus appears red or swollen.
Yes...I think well worth getting the skin evaluated.
