This is in fact dandruff that you are describing. This should not be a major problem for your cat. You can continue to comb this off of your cat. Sometimes fish oil supplements (human or animal) poured on the food will help control some of the dandruff. If your cat is overweight then helping him slim down will help him be able to groom more easily and he'll take care of a lot of the dandruff himself.
