I am not sure if the diploma can directly be used as an equivalent in Canada, it surely have additional formation that need to go with it (it should be minimal that said as the ICAO is in montreal after all, so it better be a well established migration).

Since the privatization of the air controls in Canada from the ministry or transport to Nav Canada, you end up with only one employer. Currently they have 1900 air traffic controllers.
