4 or 5 shifts to cover 24 hour operations with no overtime paid

Sorry, I mislead you. each shift can work a max 8 hr shift no more than 5 days in a 7 day period. Max 40 hrs per 7 day period. I need 2 workers per shift and enough shifts to cover 7/24/365
Do your employees typically work some Day and some swing shifts or some swing and some night shifts? Do you have any part time employees?

Take a look at this.... https://www.box.com/s/2cdff9d6f7a8d2db6516 The scedule consists of 4 team of 2 peopl each working a 40 hour work week (total 8 Full Time Employees) Theis leaves 1 shift which you could have filled by 1 part time employee who could also cover absences. The other alternative is to have two part time employee Who split the hours. If you had 2 part time employees they would each work 24 hours. I would advise hiring the 2 part time employees and 7 full time as it is difficult to find someone that only wants to work 8 hours a week and pick up call offs.
To add the three shifts are 7am - 3pm, 3pm - 11pm and 11pm - 7am
