I have a 1971 VW Beetle. When the choke is on it's 3 step wide open, the car will not run. Need assistance.

Hello, so when the car is cold and the choke is closed and on the fast idle it will not run? The more you can tell me about the issue the better I can help.

When it's cold and choke is closed it will run when warm and choke is open it no longer stays running.

1. Vacuum leak

2. Air / fuel mixture too lean

3. Idle speed set too low

I did notice the line to the distributor was T'd off. Has it ran with it like that before?

Someone changed the carburetor and did that. Not sure if it ran before like that or how it was setup before.
