Thank you.I would start by checking the wiring under the seats. You need to make sure that there are no broken or pinched wires and make sure that there are good ground wire connections. If the wiring is fine then the issue is in the seat control module. These fail all of the time and cause this to occur.
The module is located under the driver seat and would need to be replaced and programmed to the vehicle. Before anything else I would check and if necessary replace the SEAT circuit breaker in the fuse box under the dash.
The breaker is in the fuse/relay box under the driver side of the dash.
Yes, you would still hear them as that is a control circuit and not the power supply that the breaker is on.
If that is occurring then the breaker should be fine. Try switching that breaker with the LT DOOR breaker in the left dash fuse box and see if anything changes. If not then the module is bad.

Sorry for the delay in getting back with you. I usually start by trying to reprogram it and if that does not take care of it I replace it and program it.
Programming is usually about $150. If it needs the module expect about $400-500.
I am sorry for not getting back with you sooner. I have been away from my computer. There is no way to bypass this and make only come of them work. You would need to repair it. The module will keep it shut down if part of it is not working.
If you jumper wire it you run the risk of a short and it overheating. The seats are different so you would be best to find a used seat.
Yes, the heating pads are similar and will work. Some dealers can get these parts still, but many will not.
