Ford Crown Brake Pedal is Dropping.

2006 Ford Crown Victoria's brake pedal is dropping. I have replaced the master cylinder, booster, bled the brakes twice. Recently I also replaced the brake light switch and the pedal came back up.

The brake fluid level is up and I flushed the system.

What is the problem and what can be done?

No, I did not.

This is an unusual and intermittent problem. Repairs are done, there is an improvement and then it returns

With or without the engine running?

it takes a lot more than 2 times bleeding the brakes to get it done correctly. Sometimes it can take 5,6 or 6 times.
