Ok, first and foremost, I need the year, make, model and engine size of your vehicle
Ok, give me a few minutes to pull the schematics
Ok, the first things to check are the fuel pump fuse, which is fuse #1 in the engine compartment fuse box. Alot of times it will blow when replacing the fuel pump.
If ok, then swap the fuel pump relay with another relay. It is in the same fuse box
I have attached the fuse box layout for you with fuse and relay highlighted in yellow
Ok, does he have a voltmeter for testing?

There should be voltage at 3 of them. IF not, I need to know which ones doesnt have voltage
There isnt a switch for the fuel pump and no other filter.
did you test for voltage yet?
Ok, when you get the results, let me know. I am here all day
Ok, do you mean the fuel tank has oil and water in it? Or the fuel in the line at the engine?
