Hello and welcome to JustAnswer!

If the vehicle does not move then an internal trans problem is most likely, but depending on what the vehicle is it could be a CV shaft or differential/axle shaft issue. Extremely low trans fluid will also prevent the trans from engaging.

What year and model is the vehicle?
