Is atmospheeric pressure included in boost psi if im boosting 50 psi and the atmospheeric pressure is 20 am i boosting 70 psi or 30 psi

Boost pressure is above atmospheric pressure.

50 psi of boost is about 65 psi absolute, (psia).

Atmospheric pressure is about 15 psia at sea level.
