I AM REBUILDING A VERY OLD CAR WHICH HAS BEEN SITTING ON BLOCKS FOR OVER 25 YEARS, I THINK THAT THE INTERNAL PARTS OF THE ENGINE HAVE ROSTED BECAUSE THE COMPRESSION IS BELOW 45 PSI, MY QUESTIONS ARE CAN I FINDE A REBUILD ENGINE OR CAN THE EXISTING ONE BE REBUILD?

I would take that engine completely apart and find out what is wrong with it.
Have you ever taken apart or rebuilt an engine before?

If it's simply rusted piston rings perhaps you could get away with just removing the pistons and then the rings and cleaning up the ring grooves and cleaning the rings, honing the cylinders and get the compression back up.
