im just trying to figure out why my tail light fuse contiues to blow when i replace it once i put a new one in and turn the lights on

Something is causing too many amps to flow through the fuse and blowing it. To find out what, pull the fuse and hook up an ammeter to the fuse socket. It will most likely read over whatever the fuse is rated at as soon as you turn the lights on. Now, remove each taillight bulb and when you remove each one read the meter. If it's below what the fuse was rated at after removing a taillight bulb, the problem is on that branch and something shorted. I would start with a new bulb and retest.
