Cadillac Eldorado ETC: 2000 eldorado ETC , PRNDL light strip

2000 eldorado ETC , PRNDL light strip on instrument cluster flashes on and off .Multiple messages appear ,,theft protection system problem, car may not restart ,service air bag,svc traction control system,speed limited to 90 mph ,traction control warning icon,air bag icon are illuminated,AC shuts off, blower switches to high and blows out defroster vents. Also radio shuts of and after a period of time I can turn it on and it will work

I'm assuming the problem isn't happening while at the dealer and that's why they haven't been able to find the problem yet.

With these symptoms it is pretty clear that your communication bus is going down. This is the network between modules that allows them all to communicate, with your combination of symptoms it sounds like there is a lack of communication between modules.

The first thing that should be done is read the stored fault codes in all modules and most likely all of them will have communication related codes set.

The key to diagnosing the problem is going to be having it act up and be able to do the required testing then. The problem could be an internal failure of any module on the car or a short to power, ground or another circuit on the bus wiring. Without seeing it happen there really isn't a way to diagnose it other than a good visual inspection of wiring.
