i have a voltage draw & when i pull fuse 14 the draw stops. fuse 14 controlls bcm

The BCM is the Body Control Module........or body computer. The BCM handles the operation of all of the electrical functions for the interior/exterior of the vehicle. You will find the BCM located behind the right side kick panel.

i changed the bcm &the hummer wont start. do have to program the bcm

Yes, the BCM has to be RPO coded and flashed to have the proper coding in it. This is done with a Tech2 GM scanner.
