satrun vue: Can RPM be raised? RPM too slow it is set at 700.

Can RPM be raised?
RPM too slow it is set at 700. Power steering pump shudders at this setting. When engine is cold RPM about 1000, pump does not shudder. All power steering parts have been replaced. Dealer says RPM cannot be raised. Pump works good at normal driving.
