Hi is it normal for a stab bar link kit bolt to turn when I try to screw the nut? my guess is that I bought too cheap of a part

Yes it's normal, nothing locks it in place except the very nut you are trying to tighten.
There are several design differneces, some of the studs have a tip that accepts an Allen key or other tool to keep it from spinning, while others have a slim hex head or just two flat sides on the ball socket side, where you can fit a (thin) wrench to hold back while you tighten the nut. Look right where the rubber boot begins.
