You can use a sponge or a device like a turkey baster to pull the fluid (and water) out of the brake reservoir. Brake fluid is hygroscopic, meaning it absorbs moisture readily, even from the atmosphere. Once you remove the water and fluid from the reservoir you will need to install fresh brake fluid and then flush the system out by bleeding the brakes to make sure all of the old fluid is out of the system. If you do not, you will certainly have problems in the future.
