So no communication with the scanner but everything else is working? Like the fuel pump?

I know this is simple and you probably already done this but double check anything that might have been left disconnected and check to make sure a ground is not disconnected.

i removed entire engine and trans assembly and only remember disconnecting one ground strap. it was engine to body ground but i will double check. seems to have fuel. no test port to check pressure but i can hear the pump. battery was disconnected and then pcm harness. had to reweld exhaust pipe but battery and pcm were left disconnected. fuses check out too.

When you were welding, the PCM was in the car, but disconnected?

Did you double check the PCM connection?

I hate to say it and I'm sure you are already thinking the same thing but it sure sounds like the PCM is damaged.

The only other likely problem would be damaged wiring from the welding or the r&r.
