My seat tilt cog thing that adjusts the amount the back of my driving seat is adjusted down or up as broken. Therefore the back of the seat is in the "lie down position" now, not providing me with a backrest.

The metal bar that runs from the cog has come out and it doesn't fit back in again.

Is their anyway of fixing this?

Seats are annoying to fix. Usually you have to strip the seat right down to get at what you need and weld the offending parts together.
To be honest the best thing you can do is go to the breakers yard and get a second hand seat. It will be a whole lot less hassle than trying to repair yours. I have repaired a lot of seats and the time and resources that go into it - never seems to be just right.
Get a second hand seat or something nice like a semi sports seat off ebay.
Your seat wont ever repair well.
