The codes indicate problems with the VIS (variable induction system), the motor is mostly faulty, or the wiring is.
First you need to check for any blown fuses, and check if VIS motor connector is not loose.....

Yes Billy. Charles here. Am trying to smog an 03' Land Rover Freelander SE and the technicians keep getting the same codes P1470 and P1472 so far we've replaced plugs, water pump, injectors, various gaskets and the timing belt

I have posted the detailed instructions on how to remove (for inspection or replacement), the VIS (variable induction system) motor, which is the faulty component in your case.
