disengage..brake so i can shift my rover into park drive neutral

Please help me find out wha tthis part is I am going crazy! I took my center counsol apart and in my shift there is a silinoid that won't disengage when i press on the brake so i can shift my rover into park drive neutral so I have to take a screwdriver and push it in to shift what the hell is it ?
