Mini Cooper..The headlights seems to have a short..low time

My wife has a 2003 Mini Cooper, auto. The headlights seems to have a short in the system. the low beam 1 light will go out on the right side and the next time it will be on the left side and when you repeatedly turn lights on from hight beam to low, both lights will stay on. It does this on a constantly. The car was taken to the mini dealership but stated that they could not find anything wrong and suggested that maybe the headlight assembly needs replacing.

The problem is in whats called the BC1 which is the body control module that controls the lams and various other electrical devices. Only this part can make the symptoms you describe. This part should be replaced.
