2001 hyundai tiburon will not go into reverse
but shifts in drive will not upshift through gears

The Fact that you have forward gears, verifies you have line pressure, and not having reverse, is most likely caused by a pressure loss to your reverse clutch. If you remove the transmission dipstick, and notice the fluid dark, possibly a burnt smell, you have an internal pressure loss to your reverse clutch, and transmission removal/disasembly is required.
Another possible cause could be a damaged reverse sun gear, which would most likely cause a loud noise under attempt to accelerate in reverse.
No electrical components that I am aware of can cause this no reverse concern, unless a shift solenoid is keeping the forward clutch on at all times.
My recomendations would be to check the condition of the fluid, if burned or dark, take it to a reputible transmission shop.

fluid smells and looks clean it will not shift out of first gear ,if it does happen to shift into 2nd it slams pretty hard

Internal damage in transmission is definate, but we can pinpoint the problem a little closer.
Do you have a check engine light on? or a flashing light when driving?
Also, in a safe location, can you put the car in reverse, and rev it up high to see if the car attempts to move backwards?

had a code for tps changed it to no avail but the car does not even attempt to move there is something on top of the tranny that is making a clicking sound when you try to put into your gear forward or is a faint sound barely audible unless the car is not running

The T.P.S. is unrelated to the concern, and the ticking noise could be a simple relay or normal electronic pressure conrol solenoid cycling (solenoid runs of duty cycle, fast on/off operation)
No reverse means three things, pressure loss to reverse clutch (not likely for your fluid is clean) Damaged internal components (dropping trans pan, and looking for metal contamination will verify this) Or damaged main control valve body (has to be removed and disasembled to verify problem.)
This problem is internal to the transmission.
