I think your problem is most likely caused by an out of round tire, or a tire that has a belt starting to shift. It could also be a bent rim, but a tire is more likely as the bent rim you would probably feel at all speeds. Jack the front wheels up and spin them as fast as you can while watching the tread. I'd bet one of them has a hop to it.

A balance issue would be felt at higher speeds. I suspect an out of round tire or wheel.
Even though the tires are new, you could still have a defect. This is the first thing you should look at. A tire or a problem with a wheel.
