I have a 2001 Hyundai Accent that I changed the spark plugs in a little less than a year ago. Lately I've been noticing that in the mornings, when I start it up and let it idle for a minute, and engine RPMs have been very low. Sometimes they will stay low and the car will actually start to shake and the check engine light will start flashing at me. Other times, the engine seems to correct itself, and revs back up to the proper RPM range for idling. I had the timing belt changed at 130,000 kms, and I'm at 210,000kms now, so I wasn't planning on changing it just yet, but could the timing belt be the cause of the low idling and the check engine light?

The idle speed actuator can be dirty or defective. You can take it off the throttle body and clean it AND the inside of the throttle bidy with carb cleaner real good. The other thing that can be bad is the coolant temp sensor causing not enough fuel delivery on a cold engine. These can be tested with a scan tool.
