Both of my brake lights are out, yet my top center one works..... I have checked all the fuses and they are not burned. The bulbs look ok ..... what is causing this?

Most likely you have a bad turn signal combination switch that has gone bad. Since you checked the bulbs and are still getting the high center brake light to work, you know the brake light circuit is good up to that point. so what do I do? get the turn signal switch replaced? (in the steering column?)
It is correct that the switch is in the steering column. Before having it replaced I would suggest having it tested to verify that is the probably. But since you still have the high center brake light working, I am quit sure you will find the problem is with the switch.
