Hyundau elantra 2000 wont crank. turn key nothing. can jump start and car runs. battery has 11.5 charge terminals are clean

The battery needs 12 volts. If it is less then that the battery needs to be replaced. It will jump start because it is getting the added voltage and amperage from the other vehicle. The lights and accessories will work as they don't take as much battery power, but the starter takes the most and wont work with a weak battery.
