1999 saab 9-3 se: fuel pump relay..Manual says..steering wheel panel

How do I access the fuel pump relay in a 1999 saab 9-3 se? Manual says relay in an under steering wheel panel, but no apparent access is to be had.

Hi ya, That looks like the relay board. Issue is how to get to it? I have been searching and I have been told I need to remove the kick plate, but i do not know what that is either. I was assuming it is under the steering column?
You need to remove the cover under the column to gain access.

Thank you. I have the "kick plate" off and I can see the relay box on the left behind the easily accessable fuse panel. Once I get the relays exposed will I be able to take the relay to any parts store to have it tested? Is this an readily available part? Thank you so much for your time. Cheers
