1998 Hyundai Elantra: I took the starter off a had it tested.

I have a 1998 Hyundai Elantra that will not start. I turn the key and it sounds like the starter is spinning but the engine does not turn over. I took the starter off a had it tested. The starter passed. When I put the start back on it started immediately but only once. Now it is back to not starting. Any ideas? Thanks
If you can hear the starter spinning it could be the starter still. Best thing to do is remove it again and inspect the teeth on the flywheel. If any are missing that would be the problem. but if the teeth are all there, the starter is infact bad, namely the bendix drive, which is part of the starter.
