1998 Lincoln Navigator: clicking sound..battery voltage..12 volts

My 1998 Lincoln Navigator would not start. When I turned the switch I could hear a clicking sound but the starter did not come on. I checked the battery voltage and it was 12 volts. I placed a jump battery on it, but it did not make any difference. After turning the key off and on about 12 times, it finally turned the starter over and the engine started. It was fine for the next few days, but did the same no start thing this morning. I am wondering if this vehicle has a start relay that is going bad.

Most likely the starter. 90% chance.
