Disconnect the headlamp connector & use a 12 volt test lamp to check for voltage & ground.

Testing for voltage connect the clip end of the test lamp to battery ground.

Testing for ground connect the clip end to battery negative positive.

Most of the time the ground is loose or missing.Backtrack the wiring to the source & repair as needed.
