2001 chevy cavalier: loud noise comming from my brakes..new brakes

the noise occurs when i am driving take turns and it is just constant to were i will be driving and will here this noise over my radio

That actually does not sounds like brake noise. Typically speaking brake noise only occurs during braking. Then goes away when you release the brake.

Where is the noise coming from, the wheel ara left or right?

actually that is exactly what it sounds like is a wheel bearing problem. I would suggest that you take a close look at the wheel bearings.
