Most like the EFE(early fuel evaporation heater) is your short.Go to the throttle body & disconnect it from the main harness. It is located below the throttle body.Measure the resistance across the 2 terminals with an ohm meter,it should measure 0.5-3.0 ohm at 68 Degrees,so if your temperature is warmer the resistance should be a little higher. The main thing is it does not show continuity (0).The heat grid shorts out after time .I have not been able to locate one yet,you may have to just leave it unplugged.
