How do I replace the fuel pump in a 2002 Dodge Caravan

The Fuel Tank will need to be removed

Here is Dodge proceedure:

Remove Fuel Pump relay from Power Distribution Center (PDC) . For location of relay, refer to label on underside of PDC cover.
Start and run engine until it stalls.
Attempt restarting engine until it will no longer run.
Turn ignition key to OFF position.
Return fuel pump relay to PDC.
One or more Diagnostic Trouble Codes (DTC's) may have been stored in PCM memory due to fuel pump relay removal.
The DRB Ill(R) scan tool must be used to erase a DTC.

Is this something that can be done without the DRB I11(R) scan tool - husband's in rural area driving from Indiana to Phx. He thinks the fuel pump is going out - he may be able to get parts, but shops are closed. Also - if he just has to replace the fuel filter, he'll have to release fuel pressure as well? Same issue with the scan tool, right?
