The high pressure fuel filter is located in the front passenger side engine compartment, adjacent to the fuse box.

don't you have to go beneath the rear car seat to release the fuel line?

Not to release Fuel line, just to unplug pump for pressure release.

I've read in other places that you need to disconnect the fuel fuse , wait until it stalls and then reconnect it. How important is that?

Disconnecting the Fuel Pump connector is basically the same thing, but Kia recommends at Fuel Pump (as in instructions above), otherwise you will have fuel squirt under pressure
