I believe you are referring to the balance shaft belt. This is a commonly used on mitsubishi 4 cylinders. It spins a secondary shaft to cancel out the vibrations caused by the rotation of the crankshaft. This gives the engine a very smooth feeling when running. It should always be replaced when replacing the timing belt.
