Hi there,

Any short to power in the system can cause the horn to blow or the horn relay to energize which would cause the horn to blow.

Below is the wiring diagram for the horn circuit.

The BCM(Body Control Module) is part of the vehicle security alarm.

Also, I would look at the clockspring as a possible suspect, Chrysler has never built a good clockspring.
