The steering wheel bounces..slipping..leak..power steering pump

the steering wheel bounces when you try to cut the wheels at a stopped position. it is like the belt is slipping but i a m pretty sure with serpentine belt this is not the issue. it is not low nor does it leak power steering fluid, is this a power steering pump issue or something else?

These have a recall on the high pressure hose for premature wear, and could leak....BUT they can also break down inside and restrict pressure flow.

I recommend having the recall fixed first, and while they do that they can determine if the pump needs replacement.
