I have removed the center bolt however I can't seem to get the balancer off.
Very carefully - There is a reluctor ring on the inside of that harmonic balancer that if you bend it will cause the crank position sensor not to read right.
Carefully I will place two pry bars on each side of it and apply even pressure to get it off. I must tell you that sometimes they stick and it will seem like it won't come off no matter what. Be careful not to stick the pry bars in to far because it is real easy to bend the reluctor ring
