I usually start by disconnecting all of the components that go dead when the fuse blows and install a new fuse; if it does not blow, start reconnecting the various components one at a time untill the fuse pops; this will narrow it down for you. Be sure you check all electrical accessories while the fuse is blown, as there may be other circuits involved that you have not noticed yet...
What fuse is blowing on your Prizm? Do you know what number it is in the panel? Its a pretty weird combination of circuits to be powered from teh same fuse...
Found the fuse you are describing: It is a 10 amp fuse, labelled gauge fuse on the schelmatics, in junction block 2.
The circuits that feed from this fuse are:
(1) Cruise switch
(2) Daytime running lamps module
(3) Instrument cluster
(4) Rear defog switch
(5) vehicle speed sensor
(7) backup lamps
(8) Park/ Neutral switch
To narrow down the loaction of the fault, you will need to start disconnecting these components , untill you find which circuit is causing the fuse to blow. Once you do this, we can then start to troubleshoot that particular circuit...
