1993 ford tempo: the power door locks..drivers side..belt..fuse box

I just bought this 1993 ford tempo and the power door locks don't work and the drivers side safty belt shoulder part doesn't work, I was wondering if it could be a fuse and where is the fuse box?

 The door locks could be a fuse problem but I doubt the seat belts are fuses individually.

The fuse panel is located below and to the left of the steering column.

Fuses are a one-time circuit protection. If a circuit is overloaded or shorts, the fuse will blow thus protecting the circuit. A fuse will continue to blow until the circuit is repaired.
