There's nothing to turn off. It's coming on because the computer has found a problem and disabled the system. It goes through a "self test" on every key cycle and resets when the key is shut off. You need to have the codes read to determine where the problem is originating. Check to see if your horn works. If not, that would be an indication of a bad clockspring in the steering column which is pretty common but definately, not the only possibility.
